Amendment VIII

Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishment inflicted.

The Eighth Amendment prohibits the government from imposing unruly fines or harsh penalties on a defendant of a crime.

This video explains the Eighth Amendment. In the video the Amendment is broken down into parts, spoken by employees from a prison in Missouri. After each part is broken down, it is then explained by an expert.
